The Canada Border Services Agency (CBSA) established the eManifest Stakeholder Partnership Network (eSPN), made up of external stakeholders and CBSA representatives, to provide a forum for dialogue and to help the CBSA reach out to all commercial trade partners.
The eSPN has four sub-groups:
The full eSPN also meets as a plenary as required.
Members of the eSPN communications working group offer strategic advice on communications approaches and activities in support of engaging and informing the trade community.
The eSPN steering committee provides the CBSA and its stakeholders with a forum for dialogue and input on eManifest. Members provide advice and direction to the CBSA throughout the project life cycle.
The eSPN design working group provides working-level advice and assists the CBSA in defining various eManifest design and end-state components, and their respective policies and procedures.
The eSPN technical design working group provides a forum in which representatives from the CBSA and the trade community discuss the technical elements of the eManifest design (e.g. detailed mapping and process flows).
The plenary is held as required to provide stakeholders with updated information. The CBSA invites a large number of representatives of the trade community to participate at plenary sessions in order to reach as many stakeholders as possible. Information gathered during the plenary is used by the CBSA to review requirements of the eManifest project.
