Notice of initiation of expiry review investigation: Concrete Reinforcing Bar (RB1 2025 ER)

On July 29, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on October 14, 2020, in Expiry Review No. RR-2019-003, concerning the dumping of certain concrete reinforcing bar originating in or exported from the People’s Republic of China, the Republic of Korea and the Republic of Turkey, and the subsidizing of the aforementioned goods originating in or exported from China (subject goods).

As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the subject goods. The CBSA will make a determination no later than December 19, 2025, and will issue a Statement of Reasons by January 2, 2026.

The product definition and the applicable tariff classification numbers of the goods subject to the CITT’s order are accessible on the CBSA’s Measures in force.

As part of its expiry review investigation, the CBSA forwarded questionnaires to Canadian producers, importers, and exporters. Any Canadian producers, importers or exporters who have not received a letter from the CBSA who wish to provide a response to the questionnaire are advised to contact the CBSA SIMA Registry and Disclosure Unit at the email below.

This proceeding under the SIMA is the first to be initiated by CBSA through the Anti-dumping and countervailing e-filing (ACE) web application.

Responses to all questionnaires are due by September 5, 2025, and must be filed through CBSA’s ACE web application.
