Notice of initiation of expiry review investigation: Hot-rolled carbon steel plate 6 (PLA6 2025 ER)

On August 5, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on November 10, 2020 in Expiry Review No. RR-2019-004, concerning the dumping of hot rolled carbon steel plate originating in or exported from Ukraine.
As a result of the CITT’s expiry review, the Canada Border Services Agency (CBSA) has today initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods. The CBSA will make a determination no later than January 2, 2026, and will issue a Statement of Reasons by January 16, 2026.
The product definition and the applicable tariff classification numbers of the goods subject to the CITT’s order are accessible on the CBSA’s Measures in force.
As part of its expiry review investigation, the CBSA forwarded questionnaires to Canadian producers, importers, and exporters. Any Canadian producers, importers or exporters who have not received a letter from the CBSA who wish to provide a response to the questionnaire are advised to contact the CBSA SIMA Registry and Disclosure Unit at the email below.
This proceeding under the SIMA will be initiated by CBSA through the new Anti-dumping and countervailing e-filing (ACE) web application.
The CBSA acknowledges the ongoing unjustified war in Ukraine and recognizes the difficult circumstances faced by Ukrainian stakeholders. While the Special Import Measures Act does not allow for discretion in the timing of expiry reviews, the CBSA will make every effort to provide extended timelines for responses to requests for information, within the limits of legislated deadlines.
