Notice of initiation of administrative review: Piling Pipe (PP 2025 UP1)

The Canada Border Services Agency (CBSA) has today initiated an administrative review (review) to establish normal values, export prices and an amount of subsidy applicable to certain steel piling pipe (piling pipe) originating in or exported from China by Auriga (Shanghai) Enterprise Co., Ltd.

The review follows requests for re-determination filed by an importer and is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) order issued on January 17, 2024, and the CBSA’s administrative review policy. The schedule for this review is now available.

The product definition and the applicable tariff classification numbers of the goods subject to the CITT’s order (subject goods) can be found on the CBSA’s Measures in force.

Normal values determined on the basis of the review will be applied to any entries of subject goods under appeal that have yet to be re-determined at the time of the conclusion of the review. The normal values, export prices and amount of subsidy established for the exporter during this review will also be effective for subject goods released from the CBSA on or after the date of the conclusion of the review.

Should the exporter decide to participate in this review, it is required to provide a complete and accurate response to the CBSA’s dumping request for information (RFI) and subsidy RFI by March 6, 2025, by 5:00 p.m. ET. The exporter will be considered cooperative if the requested information is complete, submitted on time and the exporter permits verification of the data.

If the CBSA does not receive complete responses to the RFIs by the deadline date by the exporter, the normal values, export prices and amount of subsidy of the subject goods will be determined pursuant to a ministerial specification.
