Customs Notice 23-12: Exporter reporting exemption for Visiting Forces

Ottawa,

1. Effective immediately, the Canada Border Services Agency (CBSA) will provide an exporter reporting exemption for foreign Visiting Forces of "designated" foreign countries (see paragraph 3 below), including North Atlantic Treaty Organization (NATO) members.

2. The exemption only extends to the exportation of arms, military stores, munitions of war and other goods owned by a designated foreign country that were temporarily imported under tariff item No. 9810.00 00 by a Visiting Force.

3. At the time of publishing of this Customs Notice, the following countries were designated states for the purposes of the Visiting Forces Act and would receive the exporter reporting exemption:

4. New regulations made under the Visiting Forces Act may change the list of countries that are currently designated as a Visiting Force and that would receive the exporter reporting exemption.

5. Carriers with an Export Reporting Memorandum of Understanding with the CBSA must demonstrate that all goods on their Cargo Control Document (CCD) have been reported by the exporter. Visiting Forces, may indicate to their carrier, that No Declaration is Required (NDR) for their goods, using NDR9.

6. Carriers must provide "NDR9" in place of a proof of report number or SUM ID number on the CCD.

NDR9: The exportation of arms, military stores, munitions of war and other goods, which are the property of and remain the property of a designated foreign country, that were temporarily imported by a Visiting Force.
