Notice of initiation of investigations: Thermal Paper Rolls (TPR 2025 IN)

The Canada Border Services Agency (CBSA) initiated investigations on June 12, 2025, under the Special Import Measures Act, respecting the alleged injurious dumping and subsidizing of certain thermal paper rolls originating in or exported from the People’s Republic of China. The investigations follows a complaint filed by McDermid Paper Converters Limited, Media Cash Register Inc., and Custom Paper Ltd.

The subject goods are usually imported under the following tariff classification number:

  1. 4811.90.00.90

This tariff classification number may include non-subject goods, and subject goods may also fall under additional tariff classification numbers.

The product definition is contained in Appendix 1.

The CBSA will investigate whether the imports are being dumped and subsidized and will make a preliminary decision within 90 days, at which time provisional duties may apply.

Additional information about the investigations will be provided in a Statement of Reasons that will be accessible within 15 days.

Appendix 1: Product definition

The subject goods are defined as:

Thermal paper rolls in nominal widths up to and including 15 centimetres, with a nominal paper weight of 70 grams per square meter (“gsm”) or less and a thermal active coating on one or both sides comprised of a dye and a developer that react and form an image when heat is applied, excluding thermal paper rolls with an adhesive backing, originating in or exported from the People’s Republic of China.
