Notice of initiation of investigation: Oil and Gas Well Casing 6 (OCTG6 2026 IN)

Ottawa, February 2, 2026

The Canada Border Services Agency (CBSA) initiated an investigation on February 2, 2026, under the Special Import Measures Act, respecting the alleged injurious dumping of oil and gas well casing originating in or exported from the Republic of Austria. The investigation follows a complaint filed by Tenaris Canada, Calgary, Alberta.

The subject goods are usually imported under the following tariff classification numbers:

These tariff classification numbers may include non-subject goods, and subject goods may also fall under additional tariff classification numbers.

The CBSA will investigate whether the imports are being dumped; and will make preliminary decisions within 90 days, at which time provisional duties may apply.

Additional information about the investigation will be provided in a Statement of Reasons that will be accessible within 15 days.

Appendix 1: Product definition

The subject goods are defined as:

Oil and gas well casing and green tube casing, made of carbon or alloy steel, welded or seamless, heat-treated or not heat-treated, regardless of end finish, having an outside diameter from 4 ½” inches to 9 5/8” inches (114.3 mm to 245.2 mm), meeting or supplied to meet American Petroleum Institute (API) specification 5CT or equivalent and/or enhanced proprietary standards, in all grades, originating in or exported from the Republic of Austria, but excluding the following:

• drill pipe
• pup joints
• unattached couplings
• coupling stock
• insulated tubing and vacuum insulated tubing and
• stainless steel casing containing 10.5 percent or more by weight of chromium
