Notice of conclusion of expiry review investigation: Oil Country Tubular Goods 2 (OCTG2 2025 ER)

On December 1, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on December 30, 2020, in Expiry Review No. RR-2019-006, of the dumping of certain oil country tubular goods originating in or exported from the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei), India, Indonesia, South Korea, Thailand, Türkiye, Ukraine and Vietnam (subject goods), except for goods exported from South Korea by Hyundai Steel Company, and goods exported from Türkiye by Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş.

As a result of the CITT’s expiry review, on December 2, 2025, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine, pursuant to paragraph 76.03(7)(a) of SIMA, whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods.

The expiry review investigation has now been completed and today, pursuant to paragraph 76.03(7)(a) of SIMA, the CBSA has determined that the expiry of the order is likely to result in the continuation or resumption of dumping of such goods originating in or exported from the Chinese Taipei, India, Indonesia, South Korea, Thailand, Türkiye, Ukraine and Vietnam.

A Statement of Reasons that contains additional details concerning the determinations made by the CBSA will be issued within 15 days.

The CITT will now conduct an inquiry to determine whether the expiry of its finding is likely to result in injury to the domestic industry, and will issue its decision no later than October 7, 2026.
