Special Import Measures Act (SIMA)
Note The Canada Border Services Agency (CBSA) has an Anti-dumping and countervailing e-filing (ACE) web application, which is a digital self-service tool for interested parties to submit and access information related to proceedings under the Special Import Measures Act (SIMA). Registered users are able to electronically submit and access documents related to active proceedings under SIMA.
To access the ACE web application and to register for an account, go to the CBSA’s ACE web application login.

Assistance for small or medium-sized enterprise facing unfair competition
Are you a small or medium-sized Canadian manufacturer or producer of goods? Are you facing competition from imported goods? Does the presence of imported goods in the Canadian market affect your prices, meaning does it lead to undercutting the price of your goods or force you to lower your prices?
Do you need help navigating the trade remedies system?
The advisory services team of the Special Import Measures Act offers assistance to businesses affected by unfairly traded imports (or to the associations and unions that represent them), as well as to importers of products subject to trade remedy duties.
Although the advisory service team does not prepare any complaints or submissions for businesses, it provides relevant information to help businesses understand and navigate Canada’s trade remedies system.

Subjectivity opinion requests
Submit a subjectivity opinion request by email to simaregistry-depotlmsi@cbsa-asfc.gc.ca. Please note that all requests must be accompanied by the following information to help provide the best possible opinion: commercial invoice, chemical composition, mill test certificate, the process by which the goods are manufactured, detailed product documentation, bill of lading, name and address of the manufacturer, country of origin, etc.
Normal values
Stakeholders may make representations respecting the need for an administrative review for a particular measure in force. These representations should be sent to the SIMA Registry and Disclosure Unit. For more information about this process, see D14-1-8. Report duty evasion
The Special Import Measures Act, commonly referred to as SIMA, provides protection to Canadian producers who are being harmed by the dumping or subsidizing of goods imported into Canada.
The CBSA is committed to working with importers and any other stakeholder to ensure compliance with payment of anti-dumping and countervailing duties. If you have information or tips relating to suspected fraud or the non-payment of duties and would like to provide this to the CBSA, please submit the information using the Border Watch Line reporting tool.
