Customs Notice 24-07: Expiry of Specific Rules of Origin Provisions under the Canada-United Kingdom Trade Continuity Agreement

Ottawa,

1. This is to advise of the imminent expiry of the application of specific rules of origin provisions under the Canada-United Kingdom Trade Continuity Agreement (CUKTCA).

2. These provisions which pertain to Origin Quotas as outlined in paragraph 3 of Annex 5-A and to the cumulation of origin of materials and production carried out in the European Union (EU) as outlined in paragraphs 2A, 2B and 2C, are found in the Protocol on Rules of Origin and Origin Procedures.

Expiry

3. The ability to benefit from the Origin Quotas as well as from the cumulation of origin of EU materials and production will cease as of , three years after entry into force of the CUKTCA, as stipulated in the paragraphs referenced above.

4. Therefore, the Canada Border Services Agency (CBSA) will administer the CUKTCA’s rules of origin without the application of these provisions beginning on .

5. The expiry date for these provisions is also provided for in the CUKTCA Rules of Origin Regulations through incorporation by reference in the paragraphs referenced above.

Origin Quotas

6. The Origin Quotas under the CUKTCA represent specific provisions governing the import and export of certain goods between Canada and the United Kingdom.

7. These Origin Quotas provide for preferential tariffs for predetermined volumes or quantities of certain goods, such as processed agricultural products, textiles, apparel and vehicles, that are subject to a different set of rules of origin.

Cumulation of origin

8. The CUKTCA allows for EU materials and production to be considered originating for the purposes of determining if goods produced in Canada or the United Kingdom qualify as originating under the CUKTCA.
