Employee on-site connections dashboard

The Canada Border Services Agency (CBSA) has completed a Privacy Impact Assessment (PIA) for its new Employee on-site connections dashboard. This management tool is designed to monitor and verify employee compliance with the Treasury Board of Canada Secretariat’s Direction on Prescribed Presence in the Workplace, CBSA-specific hybrid work model guidance, and individual telework agreements.

By integrating existing administrative data, the dashboard provides management with the tracking capabilities necessary to identify, verify, and discuss low rates of on-site presence directly with individual employees. Because this tool introduces a new, secondary use of previously collected personal information that is not currently detailed within standard federal Personal Information Banks (PIB), this assessment specifically analyses the resulting privacy risks and outlines the necessary safeguarding strategies.

To protect employee privacy and maintain full compliance with the Privacy Act, the CBSA has restricted dashboard access to authorized management on a strict need-to-know basis, minimized the data displayed to only what is required for presence verification, and established clear data retention and disposal schedules. Furthermore, the agency is updating institutional privacy notices to ensure full transparency regarding how employee data is used in this system.
