2024 to 2025 Fees Report: Canada Border Services Agency
Minister’s message
I am pleased to present the Canada Border Services Agency’s (CBSA) report on fees for the 2024-2025 fiscal year.
The CBSA is responsible for providing integrated border services that support national security and public safety priorities and facilitate the free flow of legitimate travellers and goods. Some of the Agency’s programs are managed on a cost recovery basis - whereby fees are charged to help fund service delivery - resulting in a safe travel experience for Canadians and visitors, and efficient processing of commercial goods.
This report, issued under the Service Fees Act, provides transparency and accountability for the CBSA’s fees and services to Canadians. It provides details such as fee amounts, service standards, performance results and fee revenue.
The annual fees report is a valuable exercise and I thank CBSA employees for their careful stewardship in the management and administration of the Agency’s service fees.

The report covers fees that are subject to the Service Fees Act and those that are exempt from the Service Fees Act.
For reporting purposes, fees are categorized by fee-setting mechanism. There are three mechanisms:
Act, regulation or fees notice The authority to set these fees is delegated to a department, minister or Governor in Council pursuant to an act of Parliament.
Contract Ministers have the inherent authority to enter into contracts, which are usually negotiated between the minister and an individual or organization, and which cover fees and other terms and conditions. In some cases, that authority may also be provided by an act of Parliament.
Market rate or auction The authority to set these fees comes from an act of Parliament or a regulation, and the minister, department or Governor in Council has no control in determining the fee amount.
For fees set by act, regulation or fees notice, the report provides totals for fee groupings, as well as detailed information for each fee. For fees set by contract, the report provides totals only. The CBSA did not have fees set by market rate or auction.
In 2024–25, the CBSA was subject to the requirements to issue remissions under section 7 of the Service Fees Act and subsection 4.2.4 of the Treasury Board Directive on Charging and Special Financial Authorities to remit a fee, in whole or in part, to a fee payer when a service standard was not met. Examination results are mailed to candidates within four weeks from the date of examination.
Performance result
The CBSA mailed 183 results and met the service standard 100% of the time.

Within 30 business days of receipt of a complete application, applicants are informed of whether they are eligible to proceed to the interview stage.
Performance result
The CBSA informed 893,627 applicants and met the service standard 37% of the time. A rush of applicants ahead of the fee increase was a significant contributing factor.
Revenues from the NEXUS fee are shared between the CBSA and U.S. Customs and Border Protection (CBP). The total revenue shown is the amount recorded by the CBSA.

The CBSA updated the regulatory framework for the recovery of removal costs on April 1, 2025, and replaced the destination-based fees with new fees based on whether the removal was under escort. The CBSA’s 2025-26 Fees Report will include the updated fees. The Regulatory Impact Analysis Statement associated to the update describes the changes (Regulations Amending the Immigration and Refugee Protection Regulations: SOR/2024-284).
