Notice of conclusion of expiry review investigation: Concrete Reinforcing Bar (RB1 2025 ER)

On July 29, 2025, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(1) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on October 14, 2020, in expiry review RR-2019-003, concerning the dumping of certain concrete reinforcing bar originating in or exported from the People’s Republic of China (China), the Republic of Korea (South Korea) and the Republic of Türkiye (Türkiye), and the subsidizing of the aforementioned goods originating in or exported from China.
As a result, on July 30, 2025, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping and/or subsidizing of the goods.
The expiry review investigation has now been completed and today, pursuant to paragraph 76.03(7)(a) of SIMA, the CBSA has determined that the expiry of the order:
- is likely to result in the continuation or resumption of dumping of such goods originating in or exported from China, South Korea and Türkiye and
- is likely to result in the continuation or resumption of subsidizing of such goods originating in or exported from China
A Statement of Reasons that contains additional details concerning the determinations made by the CBSA will be issued within 15 days.
The CITT will now conduct an inquiry to determine whether the expiry of its order is likely to result in injury to the domestic industry, and will issue its decision no later than June 17, 2026.
