Removal of the Interim Highway Process for in-bond Shipments
Customs Notice 19-11


This notice removes the requirement for highway carriers to complete and present a paper cargo control document (A8A(B)) for in-bond shipments, in conjunction with their electronic cargo transmission, effective July 1st 2019.

The in-bond movement is now a fully electronic process, in which the cargo will move inland on the electronic Advance Commercial Information (ACI) transmitted to the CBSA at least 1 hour prior to arriving at the border.

As per the Transportation of Goods Regulations, it is the carrier’s responsibility to retain proof that the goods have been accepted into a sufferance warehouse. Please see Customs Notice 16-25 eManifest Lead Sheet Requirements for more information on proof of report.

Re-manifest and abstracts will remain a paper process.
