Welcome to this video on how to look up published rulings in the CARM Client Portal.

In this video, you will learn how to navigate to the list of published rulings, how to search and filter this list, and about the information contained in published rulings.

Let us begin!

You do not need to sign into the CARM Client Portal to find a published ruling.

These rulings are available to the general public.

On the CARM page scroll down and click the link Advance and national rulings.

You will see a list of rulings issued by the CBSA.

Users can provide the CBSA with consent to publish when they submit ruling requests through the portal.

Please note that rulings are only binding between the Canada Border Services Agency and the applicant.

Posted rulings can provide meaningful guidance on how to comply with Canada’s trade legislation, but should be used for reference purposes only.

Next, let’s learn how to filter items in a published ruling.

There are many published rulings available, so filtering will help you find the ones most relevant for you.

Note the Filter Items search bar.

Click the field to enter your search term.

You can search by product name, by type of ruling, by using part of the classification number, or the date of decision in whole or in part.

Click on the product link to view the details of the published ruling.

These details contain descriptive information about the goods, as well as the rationale for the ruling decision rendered.

On the ruling details page, you will see:

The applicant who submitted the ruling.

The date the ruling was issued.

A product description.

The Analysis and Justification.

The decision rendered regarding the request.

Any legislative or administrative references that may have impacted the ruling.

Your consent to the Public release of the Advance Ruling on the CBSA website.

The CBSA contact responsible for the ruling decision.

And finally, the file number.

Now, let's see how you can print a ruling.

To access the printing option press 'CTRL' and 'p' or 'COMMAND' and 'p' on your keyboard.

You can print the ruling or save it as a PDF.

Click print.

Enter the name.

Click Save.

You have now created a PDF of the published ruling.

This format allows you to easily send these details as an email attachment.

Click on the Advance and national rulings link at the top of the page to return to the published rulings list.

Here are some key points to remember

You do not need to sign in to the portal to view published rulings as they are publicly available

You can search or filter the list of rulings to find ones applicable to you

You can save the details of a published ruling as a PDF document on your computer

You can print the ruling or save it as a PDF.
