Certain Bicycles and Frames

On March 28, 2007, the Canadian International Trade Tribunal (Tribunal), pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on December 9, 2002, in Expiry Review No. RR-2002-001, continuing, with amendment, its order made on December 10, 1997, in Review No. RR-97-003, continuing, with amendment, its finding made on December 11, 1992, in Inquiry No. NQ-92-002, concerning bicycles and frames originating in or exported from Chinese Taipei (formerly designated as Taiwan) and the People’s Republic of China.  As a result, the President of the Canada Border Services Agency (the President) initiated an investigation on March 29, 2007, to determine whether the expiry of the finding is likely to result in the continuation or resumption of dumping of the goods.

The investigation has now been completed and today, pursuant to paragraph 76.03(7)(a) of SIMA, the President has determined that the expiry of the finding is likely to result in the continuation or resumption of dumping of the goods from the People’s Republic of China and Chinese Taipei.

A Statement of Reasons containing additional details concerning the determination made by the President will be issued within fifteen days.  The Statement of Reasons will be posted at the following Web site: www.cbsa-asfc.gc.ca/sima-lmsi/er-rre/menu-eng.html.

The Tribunal will now conduct an inquiry to determine whether the expiry of the finding is likely to result in injury or retardation to the Canadian industry, and will make its decision by December 10, 2007.
