Disagreements, reviews and appeals

Filing a Request for Review or for an Appeal

Extension of time

In exceptional circumstances, the CBSA may give clients more time to file a request for review.

If you need to apply for a time extension, please submit your application as soon as possible and within one year after the initial 90-day time limit expires.

In order for an application to be granted, you must be able to clearly demonstrate the following:

  • you were unable to request a decision or to instruct another person to request a decision on your behalf or you had a bona fide intention to request a decision;
  • it would be just and equitable to grant the application; and
  • the application was made as soon as circumstances permitted.

Reviews of trade decisions under the Customs Act

For more details on how to apply for a time extension regarding a dispute notice on a trade decision, please consult Memorandum D11-6-9, Interim Memorandum – Applications to the Commissioner for an Extension of Time to File a Dispute Notice.

Reviews of enforcement actions under the Customs Act

You may apply for a time extension by sending a request in writing that sets out the reasons why the request for a Minister of Public Safety's decision was not made on time. The letter must be sent to the following address:
