Changes for highway carriers are coming soon!

eManifest is a new Canada Border Services Agency (CBSA) initiative that will change the way commercial goods coming into Canada are processed. When fully implemented, carriers, freight forwarders and importers in all modes of transportation will be required to electronically provide the CBSA with advance trade data before goods arrive in Canada.

Does eManifest apply to you?

eManifest will be implemented over a number of years starting with the highway mode in September 2010.

Highway carriers who transport commercial goods into Canada will be required to provide the CBSA with electronic cargo and conveyance data a minimum of one hour before arriving at the border.

In certain scenarios, highway carriers may be exempt from the requirement to transmit pre-arrival cargo and conveyance data.

Exemptions and exceptions are listed in the Electronic Commerce Client Requirements Document (ECCRD) for highway – available on the CBSA Web site at www.cbsa.gc.ca.

What you need to know

  • Highway carriers may begin transmitting cargo and conveyance data through existing CBSA electronic data interchange (EDI) communication options starting September 2010.
  • Carriers may also choose to transmit their cargo and conveyance data through the new eManifest Portal, available in early 2011.

    Note:The eManifest Portal is an Internet-based, secure reporting option developed by the CBSA.

  • Highway carriers will have 12 months from the time the eManifest Portal becomes available followed by a six-month grace period to comply with the requirements before monetary penalties are applied.
  • The CBSA encourages carriers to adopt eManifest requirements early.

    Note: Adopting early can help you identify and correct problems, reducing the likelihood of penalties once regulations come into force.

  • The ECCRD for highway provides clients with a glossary of the mandatory data elements and helpful information to assist clients with their internal systems' implementation.
  • Effective April 1, 2011, all highway carriers must have a CBSA-issued carrier code –  carrier code 77YY will no longer be accepted.
