  1. This memorandum has been developed to clearly outline the Canada Border Services Agency’s procedures for the determination of obscenity and hate propaganda.
  2. This memorandum replaces the publication Interim Guidelines – Canada Border Services Agency’s Policy on the Determination of Obscenity and Hate Propaganda in Centralized Regions, dated September 29, 2003.

Summary

This memorandum outlines and explains the roles and responsibilities of Canada Border Services Agency (CBSA) officials in dealing with suspect obscenity and hate propaganda (including sedition and treason).
