Ottawa, April 3, 2000... The Canada Customs and Revenue Agency (CCRA) announced today that provisional duties will be imposed on imports of top-mount electric refrigerators, electric household dishwashers, and gas or electric laundry dryers from the U.S. and produced by White Consolidated Industries, Inc. and Whirlpool Corporation.
An investigation was started on November 30, 1999, as a result of a complaint filed by Camco Inc. of Mississauga, Ontario. The company alleges that the dumping of the goods in question is causing harm in the form of price erosion, lost sales, reduced margins, and loss of market share.
Dumping occurs when goods are sold to importers in Canada at prices that are less than their selling prices in the exporter's domestic market or when the goods are sold to Canada at unprofitable prices.
Preliminary results of the investigation show that imports were dumped into Canada at prices that were, on average, 15% below normal levels. To eliminate the dumping, provisional duties are being imposed.
The Canadian International Trade Tribunal (CITT) will start an inquiry into whether the dumped imports are harming the Canadian industry producing these goods. The CITT will make a decision within the next 120 days. At the same time, the CCRA will continue its investigation and issue a final decision about the dumping by June 30, 2000.
