Description
This measurement apparatus consists of a light box with xenon flashbulb, a flash generator, an electronic load (data acquisition set), an automatic data processing machine, a printer, and a reference solar cell with adjustable holder. When in use, the light is projected onto a photovoltaic solar cell, solar panel or module, and the current-voltage output characteristics in relation to the irradiance are measured and displayed.
Analysis and Justification
Heading 90.30 of the Harmonized System covers “oscilloscopes, spectrum analysers and other instruments and apparatus for measuring or checking electrical quantities, excluding meters of heading 90.28; instruments and apparatus for measuring or detecting alpha, beta, gamma, X-ray, cosmic or other ionising radiations”. Within that heading, subheading 9030.39 provides for “other instruments and apparatus, for measuring or checking voltage, current, resistance or power: other, with a recording device”.
Decision
In accordance with General Interpretative Rule 1 of the Harmonized System, the sun simulator is classified under classification number 9030.39.00.29 of the Customs Tariff.
