The cable tester is used by network installers to accurately check pin configurations of voice and data communication cables. It has the capability to test for opens, shorts and miswires for cables up to 300 metres long. It is a portable, hand-held, battery-operated unit with a built-in audio tone indicator. It will operate on auto scan or manual scan modes and will also test the grounding on shielded (screened) cable.

Heading 90.30 of the Harmonized System provides for “oscilloscopes, spectrum analyzers and other instruments and apparatus for measuring or checking electrical quantities, excluding meters of heading 90.28; instruments and apparatus for measuring or detecting alpha, beta, gamma, X-ray, cosmic or other ionizing radiations”. Within that heading, subheading 9030.40 covers “other instruments and apparatus, specially designed for telecommunications (for example, cross-talk meters, gain measuring instruments, distortion factor meters, psophometers)”.

In accordance with General Interpretative Rule 1 of the Harmonized System, the cable tester is classified under classification number 9030.40.90.00 of the Customs Tariff.
