This flat disc consists of the following layers: a layer of artificial fibre textile flock; a plain weave fabric woven of synthetic fibre (polyester) yarns; and a pressure-sensitive adhesive layer. The product is reinforced on the back with disposable release paper. The disc is used on lens polishing machines in the optical industry.

The product meets the technical requirements of Note 7(b) to Chapter 59 of the Harmonized System, which states that “heading 59.11 applies to the following goods, which do not fall in any other heading of Section XI: textile articles (other than those of headings 59.08 to 59.10) of a kind used for technical purposes (for example, textile fabrics and felts, endless or fitted with linking devices, of a kind used in paper-making or similar machines (for example, for pulp or asbestos-cement), gaskets, washers, polishing discs and other machinery parts)”.

In accordance with General Interpretative Rule 1 of the Harmonized System, the fining pad is classified under classification number 5911.90.90.00 of the Customs Tariff.
