Administrative Monetary Penalty System (AMPS)
Mandate:
To provide CBSA officials and commercial stakeholders with a forum for dialogue on the revitalization of the AMPS program. The sub-committee will be the main external consultative forum for the improvement of the AMPS regime. It will actively contribute to the AMPS Review by identifying problem contraventions, inconsistencies and weaknesses in the regime and its administration, and bring forward recommendations for improvement.

Border Wait Times
Mandate:
To recommend solutions to reduce border wait times and processing times at the border. This sub-committee will provide internal and external stakeholders with a communication mechanism to discuss strategies, policies and programs of the CBSA and stakeholders that affect the processing of commercial goods and travellers into Canada.

CBSA Assessment and Revenue Management (CARM)
Mandate:
To find and recommend solutions in the design, development and implementation of the CARM project, which aims to modernize the CBSA’s assessment and revenue management programs and systems. This sub-committee will provide external stakeholders with a means to discuss strategies, policies and design issues that may affect revenue assessment and management.

Contingency Planning
Mandate:
To consult on matters relating to business resumption protocols for the border as well as any protocols to be used in the event of an unexpected disaster and/or increased alert levels.

Mandate:

Mandate:

System Outages
Mandate:
To make recommendations to the Border Commercial Consultative Committee regarding uniform procedures to be implemented in the event of various systems outage scenarios. The recommendations will include specifics for process flows, timing critical information requirements and transition steps to be followed when returning to EDI post-outage, and will encompass outages relating to reporting (including Advanced Commercial Information), interim accounting and release.

Trusted Traders
Mandate:
To support consultation between the CBSA and industry partners on the cohesive implementation of a CBSA trusted trader strategy that leverages all trusted trader programs. The group will also examine and discuss how best to integrate and align trusted traders programs, where beneficial and appropriate, with related Canadian department and agency programs and policies, similar U.S. programs, foreign Authorized Economic Operation programs through Mutual Recognition Arrangements and the World Customs Organization’s SAFE Framework of Standards.
